2% of CrewmenTest Positive for Drugs A notice in the Federal Register explains: "...the Coast Guard requires marine employers to establish random drug testing programs for covered crewmembers on inspected and uninspected vessels. All marine employers are required to collect and maintain a record of drug testing program data for each calendar year..." In 2003, 2.07% of covered crewmembers tested positive for drugs in random screens. What is a "oovered crewmember?" I'm not sure. They seem to be defined by function.
