Naming of the proposed student learning center.
THE STUDENT BODY OF THE UNIVERSITY OF GEORGIA THROUGH ITS ELECTED MEMBERS OF THE STUDENT GOVERNMENT ASSOCIATION DOES HEREBY RESOLVE:
Whereas, the Student Government Association on behalf of the University of Georgia Student Body has been made aware of the request to have the proposed Student Learning Center named in honor of Charlayne Hunter-Gault and the late Dr. Hamilton E. Holmes.
Whereas, Hamilton E. Holmes and Charlayne Hunter-Gault helped to desegregate the University of Georgia in the Winter of 1961.
Whereas, naming the proposed student learning center in honor of these two graduates will indicate that the University of Georgia is moving positively toward diversity.

Proposal for Trial Extended Hours at the University Main Library
THE STUDENT BODY OF THE UNIVERSITY OF GEORGIA THROUGH ITS ELECTED MEMBERS OF THE STUDENT GOVERNMENT ASSOCIATION DOES HEREBY RESOLVE:
Whereas, many students of the University of Georgia study past midnight.
Whereas, students would benefit from a safe and quiet environment to study in past midnight.
Whereas, no current University of Georgia facility is accessible
to all students for studying purposes past midnight.

The Student Government Association on behalf of the student body, requests
that the University of Georgia Main Library remain open until 2 am, Monday
through Thursday, during two trial weeks during the Fall Semester of 1998,
to assess the number of students utilizing this service and to obtain information
for the purpose of evaluating the extension of Main Library hours indefinitely.

Proposal to make dining halls more easily accessible to the majority
of their patrons
THE STUDENT BODY OF THE UNIVERSITY OF GEORGIA THROUGH ITS ELECTED MEMBERS
OF THE STUDENT GOVERNMENT ASSOCIATION DOES HEREBY RESOLVE:
Whereas, the Student Government Association has been made aware that the University=s meal plan hours and availability are inadequate.
Whereas, during Freshman Orientation students are encouraged to purchase Aflexible@ seven day meal plans and current weekend dining hall hours are very inconvenient, and the only dining hall open on the weekends is Oglethorpe House dining hall
Whereas, Bolton Dining Hall is the largest dining hall but has very limited hours. (Breakfast 7:00 - 9:30 am; lunch 10:30 am - 1:30 pm; dinner 4:00 - 7:00 pm)
Whereas, freshmen are the main patrons to the dining halls, and the majority of freshmen live in Russell Community, Brumby Community, Creswell Community and the surrounding smaller dorms which are all closest to Bolton Dining Hall.
Whereas, it is unsafe and inconvenient for students who wish to eat dinner after 7:00 pm to travel to Snelling Dining Hall.
Whereas, all dining halls are closed after 6:30 pm on Saturdays and 1:30 pm on Sundays.
Whereas, dining halls should be more flexible to meet various student schedules.
Whereas, 2:30 - 4:00 pm is prime time for breaks between classes, and all three dining halls are closed between 2:30 and 4:00 pm.
Whereas, Snelling, the dining hall with the most convenient hours, is located farthest from the majority of meal plan patrons and is the smallest of the three dining halls on campus.
Whereas, other schools with similar enrollment and dining hall facilities have more accommodating hours for dining.
Whereas, during orientation, the food service representatives misrepresented the flexibility of the UGA meal plan publicizing that the dining halls are open 24 hours a day.

BE IT RESOLVED THAT:
The Student Government Association on behalf of the student body requests
that the dining hall hours at Bolton Dining Hall are extended until 10:00
pm, a dining hall is open 2:30 - 4:00 pm, and weekend hours are improved
to include dinner hours at a dining hall.
Be it further resolved that the Meal Plan promoters should not be able
to mislead students when advertising the meal plan.

ADDITION OF CROSSWALK AT THE INTERSECTION OF CLOVERHURST AND FINLEY
BETWEEN OGLETHORPE HOUSE AND RUSSELL RESIDENCE HALLS
THE STUDENT BODY OF THE UNIVERSITY OF GEORGIA THROUGH ITS ELECTED MEMBERS OF THE STUDENT GOVERNMENT ASSOCIATION DOES HEREBY RESOLVE:
Whereas, it has been noted that many students are endangered by the on-coming traffic at the five-way intersection of Finley and Cloverhurst at the entrances and exits of Oglethorpe House and Russell Hall Residence Halls parking lots.
Whereas, no crosswalk currently exists at the intersection of Finley and Cloverhurst, it would be beneficial to the students= safety to create one.

The Student Government Association endorses the creation of a cross
walk at the intersection of Finley and Cloverhurst between the entrances
to the parking lots of the Oglethorpe House and Russell Residence Halls
in order to create a safer area for pedestrians.

Proposal to Display Night Bus Time Charts
THE STUDENT BODY OF THE UNIVERSITY OF GEORGIA THROUGH ITS ELECTED MEMBERS OF THE STUDENT GOVERNMENT ASSOCIATION DOES HEREBY RESOLVE:
Whereas, The time between night bus stops is lengthy.
Whereas, waiting for the night bus for these long periods of time is unsafe.
Whereas, if the night bus stop times were displayed, students would know when the next bus would arrive; therefore, reducing the time students must wait at the bus stops (ie. Students could view the next bus stop time and wait inside until such time).

The Student Government Association on behalf of the student body requests
that night bus stop times be displayed on the walls of covered night bus
stops. Furthermore, the Student Government Association requests that
the night bus stop times be displayed inside the Tate Student Center, Memorial
Hall, the Main Library, the Science Library, and the Law Library.

IMPROVEMENT OF EMERGENCY CALL BOXES ON CAMPUS
THE STUDENT BODY OF THE UNIVERSITY OF GEORGIA THROUGH ITS ELECTED MEMBERS OF THE STUDENT GOVERNMENT ASSOCIATION DOES HEREBY RESOLVE:
Whereas, it has been found that the call boxes placed on the campus of the University are hard to find, if not unknown by the majority of the students.
Whereas, the emergency call boxes are not all wheelchair accessible, lighted properly, or user friendly.
Whereas, a fifteen to twenty second delay occurs after each call has been made before the police are contacted.
Whereas, due to the fact that other schools such as Georgia Tech have
well-lit, user friendly, emergency call boxes it is feasible
for the University of Georgia to do the same.

The Student Government Association endorses the improvement of all
of the call boxes on campus including better lighting, wheelchair access,
elimination of a delay before reaching the emergency services, public notification
of all call boxes on campus, and additional call boxes added where thay
are needed to better serve the needs of the students and to make this campus
amore secure place to live and learn.

Policy on academic honesty and to develop educational programs for
increasing
the culture of ethical standards at the University.

Bill to Amend the Bylaws to Add a Recusal Requirement
Purpose: To encourage disinterested, impartial selection processes in all SGA committees.
Let the Bylaws reflect the following change:
In Committees, add section: 4
' 4: Recusal Required: Members of any selection committee must
recuse themselves from voting on any applicant or candidate if they
have a social or personal relationship with that applicant or candidate.
A member violating this provision may be subject to any punishment
under Article VII of the Constitution.

A Bill to Amend the Constitution to Create an External Affairs Standing Committee
Ballot Question: Shall the Student Government Association Constitution (Article V, Section 2, Subsection a & c) be amended to create an External Affairs Standing Committee and to add the External Affairs Committee Chairperson to the Executive Council?
THE STUDENT GOVERNMENT ASSOCIATION HEREBY AMENDS ITS CONSTITUTION TO REFLECT THE FOLLOWING CHANGES IN TWO SECTIONS:
Article V. The Legislative Branch currently reads:
Section 2. Committees
a. Standing Committees:
There shall be three standing committees:
1. Academic Affairs Committee - Shall consider matters concerning
academic and instructional items and
issues.
2. Student Life Committee - Shall consider matters concerning
non-academic and co- curricular items and
issues.
3. Internal Affairs Committee - Shall consider matters concerning
the function and operation of the Student
Government Association.
Add the following changes and add section four to Article V. The Legislative Branch

A Bill to Amend the Constitution to Allow SGA to Appoint a Faculty Advisor
Ballot Question: Shall the Student Government Association Constitution (Article IX) be amended to allow the appointment of a faculty advisor by the President of the Student Government Association, subject to a majority-vote confirmation by the Senate.
THE STUDENT GOVERNMENT ASSOCIATION HEREBY AMENDS ITS CONSTITUTION TO REFLECT THE FOLLOWING CHANGES:
Article IX. Currently Reads:
Advisor
At least one advisor to the Student Government Association shall be appointed by the Vice President for Student Affairs in consultation with the Student Government Association.
Replace Article IX. with the following :
Advisor
At least one advisor to the Student Government Association shall be
appointed by the Student Government Association President with approval
of a majority of the Senate.

Ballot Question: Shall the Student Government Association Constitution (Article IX) be amended to allow SGA involvement in the selection of a graduate advisor.
THE STUDENT GOVERNMENT ASSOCIATION HEREBY AMENDS ITS CONSTITUTION TO REFLECT THE FOLLOWING CHANGES:
Add the following to Article IX:
The SGA shall be involved in the selection of SGA graduate advisors.
In the event that SGA is not involved, the President of SGA may elect not
to recognize the graduate advisor.
