THE STUDENT SENATE AS REPRESENTATIVE OF THE STUDENT BODY OF THE UNIVERSITY OF GEORGIA DOES HEREBY RESOLVE:
Whereas, the University of Georgia is a leader in environmental policy and study, boasting the Institute of Ecology, an Ecological Anthropology graduate program, an Environmental Law program? an Environmental Ethics graduate program, an Environmental literacy requirement for all incoming freshman, and a comprehensive recycling and reclamation policy.
Whereas, due to inter-departmental conflict, the Animal and Dairy Science Department of the University of Georgia was cited by the Environmental Protection Division of the Georgia Department of Natural Resources for a violation of the Georgia Water Quality Act for surface water pollution at Sam's Farm Dairy Science Center and is required to enact a waste water management plan in order to bring its waste management system into compliance with Georgia law.
Whereas, the Animal and Dairy Science Department proposes to finance its plan with the revenues from a clear-cut harvest of 110 acres of second generation new-growth forest.
Whereas, the incident at Sam's Farm is an example of noncommunication between the various departments of this University.
Whereas ! the incident at Sam's Farm clearly shows that the University of Georgia is not utilizing the resources available to it, including, but not limited to, the Institute of Ecology, the Environmental Law program, the Coastal Plain Agricultural Experiment Station, the Savannah River Ecology Lab, the Environmental Ethics Graduate Program, the Warnell School of Forest Resources, and the Biological and - Agricultural Engineering Department to properly administer an& protect the public land entrusted to the University of Georgia...
Whereas, a Land Use Plan for all University of Georgia and Board of Regents land would foster cooperation and communication among the various departments within the University of Georgia and would therefore foster the use of all of the University of Georgia's vast environmental and ecological knowledge to wisely administer and protect the public land entrusted to the University of Georgia and the Board of Regents.

Whereas, this proposed clear-cut is a violation of the Georgia Environmental Policy Act because an Environmental Impact Statement has not been registered with the EPD.
Whereas, GEPA mandates that it is necessary for any state agency or board, including the Board of Regents, which proposes to harvest trees form an area greater than five acres to submit such an Environmental Impact Statement.
Whereas, this clear-cut is a definite violation of the environmental ethics which this University espouses and teaches.
Whereas, the incident at Sam's Farm is a clear example of non-communication between the various departments of this University.
Whereas, the incident at Sam's Farm clearly shows that the University of Georgia is not utilizing the resources available to it, including, but not limited to, the Institute of Ecology, the Environmental Law program, the Coastal Plain Agricultural Experiment Station, the Savannah River Ecology Lab, the Environmental Ethics Graduate Program, the Warnell School of Forest Resources, and the Biological and Agricultural Engineering Department to properly administer and protect the public land entrusted to the University of Georgia. THEREFORE, BE IT RESOLVED that the University of Georgia Student Government Asscociation does hereby oppose the policy of seeking funds for the repair of the ecosystem damage at Sam's Farm by using the revenues from a clear-cut timber harvest within the same ecosystem.
BE IT FURTHER RESOLVED that SGA fully supports a University and state wide Land Use Plan for all campus and Board of Regents land to foster the protection and proper stewardship of those public lands which have been entrusted to the care of the University System of Georgia.
