WHEREAS, the Student Government Association, as representatives of the student body , has observed an evident transportation problem; and,


WHEREAS, the University is allowing significant growth in its student population as the millennium approaches; and,


WHEREAS, this phenomenal growth will worsen the transportation crisis at the University unless measures are taken now to address this issue in a proactive, environmentally responsible manner; and,


WHEREAS, the University, with its Environmental Literacy Requirement and its world renowned Ecology Institute, strives to remain in the forefront of environmental issues.


THEREFORE BE IT RESOLVED that the Student Government Association, working with the Students for Environmental Awareness, appreciates the efforts made by Auxiliary Services to address the parking concerns on campus.


However, we feel the scope of the discussion paper submitted by Mr. George Stafford, director of Auxiliary Services, does not completely address the range of the transportation concerns, nor does it investigate all possible solutions.


We recommend that the following alternatives be seriously considered in addition to those suggestions in the discussion paper presented by Mr. Stafford.


1) The implementation of bicycle facilities and incentives including, but not limited to: bike lanes, bike paths, bike route signs, additional bike racks, increased bicycle safety information, and financial incentives to encourage bicycle use.


2) A review of the campus transit system, including, but not limited to, the following issues:




3) Endorsement of the proposed rail line from Atlanta to Athens. This support should include a "hands on" approach by the University, meaning that the rail should be promoted to students as an alternative to bringing a car to the University.
