THE HOPE SCHOLARSHIP / PELL GRANT RESOLUTION
THE STUDENT BODY
OF THE UNIVERSITY OF GEORGIA THROUGH ITS ELECTED
MEMBERS OF THE STUDENT GOVERNMENT ASSOCIATION DOES HEREBY
RESOLVE:
Whereas,
it has been with great interest that the Student Government Association,
on behalf of the University of Georgia student body, has been made aware
of the request to restructure the particular system of allocating the Hope
Scholarship funds in conjunction with the Federal Pell Grants. As
members of the University of Georgia and as students of an institution
within the University System of Georgia, we feel that it is necessary and
important to address this present system of scholarship and grant
allocation.
Whereas,
under the present system, the funds for students receiving the Hope
Scholarship along with a Pell Grant shall be allocated to a total amount
equal to that allocation which an individual would have received with just
the Hope Scholarship. Basically, the Hope Scholarship covers the cost of
tuition, required fees, and $300.00 for books per year, which exceeds that
of the Pell Grant funds. Having not received a Pell Grant a student would
still have Hope cover the expenses of tuition, books and fees.
Whereas,
the Hope Scholarship has changed quite a bit in its composition and scope
since its creation. These changes are important to note and understand in
the debate over the means by which to allocate these funds. The Hope
Scholarship, originally, was created to help pay for the costs of attending
college for citizens within Georgia. While tuition was the first cost which
the Hope Scholarship covered, it has grown to include both books and
fees. These three aspects help to cover a significant portion of a student's
college expenses, but not all of that cost.
Whereas,
the University of Georgia has a cost of attendance figure available for the
calculation of going to school, we feel that Hope funds should be allowed
to help offset some of these expenses for those students who receive both
the Hope and Pell funds. It is assumed that no student shall be able to
