In reference to our conversation concerning needed improvements for the escort van, I am suggesting that one new radio be purchased to eliminate the problems with the escort van. This radio would be a mounted radio for the van. The estimated cost of this radio would be $1,500.
The justification for this purchase would be to ease some of the transmission problems that we have experienced during the past few months. At times, the police dispatchers have had to turn the bus radio up so loud that they had difficulty hearing the police radio. Due to the- location of our department, the transmission problems with the bus radios are frequent when the bus travels over the hills around campus. A mounted radio for the van should help to eliminate these problems.
The purchase of another mounted radio and another base station would be necessary if the escort service grows to two vans. This purchase would be for outfitting the second van and outfitting an office with a base radio and a dispatcher. A two van service would overload the police dispatchers and interfere with police operations due to the requirements of the service. A escort service dispatcher (a part-time employee) would be necessary to answer the phones and dispatch the vans. This dispatcher would require a base radio station set up in the office which the calls are being received. The costs for the two radios and the dispatcher would add another $4,497. The two radios would cost $3,000, and the dispatcher cost would be $1,497. The purchase of the radios would be a one time cost to the service, but the dispatcher would be a
