committee first; then it can be read the first time to the Senate (no voting). At least a week later it should be read to the Senate a second time, and then it can be voted on.


Ashley Disque stated that the Senate passed a Bill on the voting procedure and it was only read once to the Senate, what do we do about that?


Mr. Cochran advised that the bill should be declared null and void and the Senate should begin again on this bill. Have the first reading tomorrow night (3/9/93) and the second reading next Tuesday (3/16/93) and then vote on it.


Ashley Disque asked the committee if everyone wanted her to call a special meeting for next Tuesday evening (3/15/93) and we will have the first reading of these two bills.


Leigh Christi Smith brought up the fact that if a special meeting is called for next Tuesday (3/15/93), then it is the week exams begin and it will be a long, long meeting. The senators really need to be able to study instead of sitting at a long meeting on that night. She feels that the committee needs to possibly postpone the Constitution and these two bills until the first meeting of next quarter. Also, there could be a public relations through the Red & Black if it is handled right and they are given enough time to get our articles in the paper. If we do it too hurriedly, then the Red & Black won't be able to help us.


Richard Martin stated that this puts us out of time because elections are in April. He feels because this Election Bill was passed by the Senate, then he feels it should pass without debate at all. He feels that there should be a special meeting and discuss this bill that has already passed, there shouldn't be a long debate on this one.


Ashley Disque asked the committee if they wanted to call a special meeting to discuss these two bills only (Bills 5-10 and 5-12) and not discuss the Constitution since it will be right before exams. Let's keep this meeting short and get out.


Mr. Cochran's ideas on the Constitution were ... that SGA has run out of time before elections to change the Constitution. When you change the Constitution you need to give the complete campus time to debate and discuss these changes you are proposing. If you try to pass this too hastily, right before the elections then the student body may feel like you are trying to put something over on them.


It was discussed and decided that a special meeting will be held and only the two bills will be discussed, the Constitution will not be discussed until after next quarter begins.
